As your councilmember for the last 4 years, it has been my honor to serve you and your families at our Chino City Council.

Having raised my family in Chino since 2003, I know the importance of ensuring our quality of life. Being a 26-year law enforcement veteran, I know the importance of public safety and I am Proud, we stood firm and never considered defunding our police department. As Chino and our surrounding cities continue to grow, I am committed to working with other elected officials to ensure we address the issues regarding truck routes, traffic, and infrastructure.

While on the council, I have always been focused on the needs of our residents. I will continue to fight to preserve our current zoning and not allow developers to rezone our future shopping center into industrial warehouses. In listening to our residents in the Preserve, one example of our fight was when I along with Councilwoman Comstock were instrumental in bringing The Lewis Group and the School District together to obtain a second school in the Preserve.

My priorities:

  • Promote impactful programs for seniors, youth, and working families

I am Councilman Marc Lucio and I am running for re-election in District 3. You may not be aware, but our district maps changed in March of this year. As such, I am now the councilman for College Park and the Preserve. Many of you may not know me and might ask why should I vote for you?

Vote for me because I represent your interests. I heard your concerns regarding the FedEx project and was the only Chino Councilmember to vote against it. Although the project was ultimately approved by a 4-1 vote, former Councilman Mark Hargrove and I required FedEx to utilize electric trucks to move cargo about the facility to reduce overall emissions and noise.

College Park and the Preserve. Many of you may not know me and might ask why should I vote for you? Vote for me because, I represent your interests. I heard your concerns regarding the FedEx project and along with Mark Hargrove required them to utilize electric trucks to move cargo within the facility to cut down on truck emissions. We also obtained an additional 5 million dollars to expand Merrill Avenue to accommodate their truck traffic. I was also the only council member that voted against the FedEx project. Vote for me because, I along with Council Woman Comstock helped bring the school board and The Lewis Company together to obtain a second school in the Preserve. The school should open for the 2024 school year.

We also obtained an additional $5,000,000 from FedEx to expand Merrill Avenue to accommodate the increased truck traffic generated by the project.

Vote for me because I, along with Councilwoman Comstock, helped bring together the Chino Unified School District School Board and The Lewis Company to ensure that a second elementary school (which is scheduled to open for the 2024 school year) will be built in the Preserve.

Vote for me to prevent real estate developers from changing the zoning along Euclid Avenue from commercial to industrial. Such a change will prevent retail shopping centers and associated retail/commercial businesses from being built and will instead allow ever more industrial warehouses to replace the commercial business we need in our growing community.

Vote for me because during the pandemic I, along with the rest of the Chino City Council, stood with our local business owners and
allowed them to develop their own plans on how to keep their
customers safe. This led Chino to be the only city in our area that allowed both indoor dining and privately owned fitness centers to remain open.

Vote for me because I, along with the rest of the Chino City Council, never bowed down to pressure to defund our police department. In fact, we have consistently funded our police department and have added additional commercial traffic officers as well as additional technology to combat crime and truck traffic.

Construction of Streets and
Construction Manager

Many people have voiced their displeasure with the road conditions and construction surrounding the Preserve. Having children that live in the Preserve, this issue hits home with me. Prior to my election, the philosophy of the previous council was that Chino would not pay for street improvements or construction in the Preserve. This was to be paid for by developers as development occurred. As anyone can plainly see, this philosophy was a complete failure. Some communities in the Preserve are nearly 17 years old and still do not have one major east/west street that is built-out to completion. As a result of the 2020 election, four (4) new or first term council members (myself included) were elected. As a result, the philosophy of the prior Chino City Council regarding development came to an end. The currently constituted Chino City Council are looking for more diversity and flexibility in our efforts to fund and complete your streets. To ensure projects are completed in a fiscally responsible and timely manner, we are in the process of hiring a construction manager to oversee our construction projects—a position which previously did not exist in our Development Services Department. As many of you know, allowing the developers to manage these construction projects has led to extended delays and projects not being completed in a timely manner. With the support of your currently constituted city council and current city manager, we will address these issues and provide a better quality of life for the residents in the Preserve.

College Park

I am a resident of College Park and have raised my family in Chino since 2003. I have seen the development of College Park and I am acutely aware of the needs of our community. I have always been a councilman that focuses on the needs of our residents over developers. I am proud to say I supported the College Park Homeowners Association when they opposed the high-density housing a developer (Lennar) wanted to build on the 10-acre site on Mountain Avenue. I also support the community’s desire to obtain a charter school on that site. Knowing our residents would like to see more commercial development next to Chaffey College, I have met with potential developers and our city staff to ensure that we work toward eliminating the obstacles which currently hinder the completion of commercial development. In response to the community’s justified concerns about public safety due to the recent escapes from the Chino Institute for Men, we as a council have prioritized the building of a police substation at the Chino Airport to ensure faster response times for the residents of College Park and the Preserve.

Visionary

This election is critical because of the industrial development that is now occurring along our border with the City of Ontario. As your councilman, I have already begun meeting with local elected officials from the cities of Ontario, Chino Hills, and Eastvale to address our regional traffic concerns and to develop truck routes. We have also discussed regional projects that include the expansion of the 71 Freeway to four lanes in each direction, the Pine Avenue connection to the 71 Freeway, and the expansion of Euclid Avenue between Pine Avenue and the 71 Freeway. As a group we believe we can obtain funding for these projects through the new infrastructure bill passed by the current administration. If any of the above issues resonate with you, please vote for me so that I can continue to work with our local, county, state and congressional leaders in addressing these critical needs for our community.
